I have seen this before... From what I remember, there were a couple of test pilots on board, conducting a test test for a turbine conversion of the Caribou. Unfortunately, someone forgot to take a control lock [of some sort] out.
Confirm the control lock story - this video is a bit of a legend now and a reminder for everyone to follow their checklist routinely no matter how "routine" it seems.

Yeah, control locks are a good thing to remove before flight - I've seen someone almost come to grief in a Yak because of this
